As Uganda prepares to establish municipal community development funds as part of the Government of Uganda and Cities Alliance program (TSUPU), the federation – with support from SDI – has agreed to start a similar fund in Kampala to demonstrate how
such funds can be managed and sustained. For this effort SDI has earmarked USD 100,000 for the Uganda Slum Dwellers Federation. The town clerk of Kampala City Council has welcomed the idea, as have officials in the nation’s capital. The fund is expected to comprise savings from federation members, contributions from the Ministry of Housing, and contributions from Kampala City Council.
The federation is in the process of drafting a constitution for this fund as well as developing systems that will guide its management and ensure sustainability. The Uganda Federation seeks support from the Hub in this endeavor. The fund is expected to facilitate community development projects, such as housing improvement, community enterprise, and income generation. Kampala City Council has pledged to allocate UGX 10 million (USD 4,301) in the 2011/2012 financial year.
